HOUSE GOP CENTRISTS ESCALATE CLASH WITH SPEAKER MIKE JOHNSON OVER OBAMACARE SUBSIDIES

REPUBLICAN LEADERSHIP HAS SO FAR FAILED TO PRODUCE A PLAN THAT EXTENDS THOSE SUBSIDIES, WHILE ALSO SATISFYING CONSERVATIVE DEMANDS FOR REFORMS AND COST CONTROLS.


THE MODERATE REPUBLICANS, LED BY LAWMAKERS SUCH AS BRIAN FITZPATRICK AND MIKE LAWLER, SAY THEY WERE LEFT WITH NO ALTERNATIVE. FITZPATRICK HAD PREVIOUSLY PROPOSED A COMPROMISE BILL THAT WOULD EXTEND THE SUBSIDIES FOR TWO YEARS, RATHER THAN THREE, AND ADD ANTI FRAUD MEASURES AND INCOME LIMITS. ACCORDING TO CENTRISTS, PARTY LEADERS BLOCKED THAT BILL FROM EVEN RECEIVING A VOTE.


AS A RESULT, THESE LAWMAKERS FACED A CHOICE THEY DESCRIBE AS A HOBSON’S CHOICE. EITHER ALLOW THE SUBSIDIES TO EXPIRE, OR SUPPORT A DEMOCRATIC BILL THAT EXTENDS THEM WITHOUT THE REFORMS THEY PREFER. FOR THEM, LETTING THE SUBSIDIES FALL OFF A CLIFF WAS POLITICALLY AND SUBSTANTIVELY WORSE.


THE IMMEDIATE CONSEQUENCE IS A MAJOR EMBARRASSMENT FOR SPEAKER JOHNSON. UNLESS HE CHANGES COURSE AND ALLOWS A VOTE ON A COMPROMISE BILL, DEMOCRATS WILL SECURE A FLOOR VICTORY IN EARLY JANUARY, PASSING A MEASURE THAT MOST REPUBLICANS OPPOSE, USING REPUBLICAN VOTES TO DO IT.


THIS REBELLION HAS EXPOSED THE FRAGILITY OF JOHNSON’S LEADERSHIP. WITH ONE OF THE SMALLEST MAJORITIES IN MODERN US HISTORY, THE SPEAKER HAS LITTLE ROOM FOR ERROR. EVEN A HANDFUL OF DEFECTORS CAN PARALYZE HIS AGENDA. JOHNSON HAS DEFENDED HIMSELF BY BLAMING THE NARROW MARGINS, SAYING THESE ARE NOT NORMAL TIMES, AND INSISTING HE HAS NOT LOST CONTROL OF THE HOUSE.


REACTIONS WITHIN THE GOP HAVE BEEN SHARP AND DIVIDED. CONSERVATIVE LAWMAKERS ACCUSE THE CENTRISTS OF BETRAYAL, ARGUING THAT THEY ARE HANDING DEMOCRATS A MAJOR POLICY WIN AND WEAKENING THE PARTY’S NEGOTIATING POSITION. OTHERS, INCLUDING SOME MODERATES, SAY THE CRISIS WAS ENTIRELY AVOIDABLE IF LEADERSHIP HAD ALLOWED A VOTE ON A MIDDLE GROUND PROPOSAL EARLIER.


FOR DEMOCRATS, THE MOMENT IS BOTH A SURPRISE AND AN OPPORTUNITY. MANY HAD DOUBTED THEY COULD EVER FORCE A VOTE ON EXTENDING OBAMACARE SUBSIDIES IN A GOP CONTROLLED HOUSE. NOW, WITH THE REQUIRED SIGNATURES IN HAND, THEY ARE PRESSING JOHNSON TO HOLD THE VOTE IMMEDIATELY, RATHER THAN WAIT UNTIL AFTER THE SUBSIDIES HAVE ALREADY EXPIRED.


IN BROADER TERMS, THIS EPISODE ILLUSTRATES A CENTRAL PROBLEM IN TODAY’S CONGRESS. DEEPLY FRACTURED PARTIES, THIN MAJORITIES, AND PROCEDURAL WARFARE HAVE MADE GOVERNING INCREASINGLY DIFFICULT. POLICY DEADLINES ARE MISSED, CRISES ESCALATE, AND UNUSUAL TACTICS BECOME THE ONLY WAY TO FORCE ACTION.
