THE UNITED STATES HAS PRESENTED A THREE-PHASE PLAN FOR THE SITUATION IN VENEZUELA, AIMED AT STABILIZING THE COUNTRY, PROMOTING ITS ECONOMIC AND POLITICAL RECOVERY, AND LATER SUPPORTING A TRANSITION. THE STRATEGY WAS DETAILED BY SENATOR MARCO RUBIO DURING A PRESS CONFERENCE AND BRIEFINGS IN WASHINGTON, D.C.


ACCORDING TO RUBIO, THE FIRST PHASE OF THE PLAN IS STABILIZATION, AIMED AT PREVENTING THE COUNTRY FROM FALLING INTO CHAOS. THIS STEP INVOLVES ECONOMIC AND STRATEGIC MEASURES TO ENSURE RESOURCES ARE MANAGED EFFECTIVELY, BENEFITING THE POPULATION AND COMBATING CORRUPTION.


THE SECOND PHASE, CALLED RECOVERY, SEEKS TO ENSURE THAT WESTERN COMPANIES HAVE FAIR ACCESS TO THE VENEZUELAN MARKET WHILE INITIATING A NATIONAL RECONCILIATION PROCESS. RUBIO HIGHLIGHTED THE IMPORTANCE OF RELEASING OPPOSITION LEADERS, PROVIDING AMNESTY, AND ALLOWING THEM TO CONTRIBUTE TO THE REBUILDING OF CIVIL SOCIETY.


THE THIRD PHASE IS THE TRANSITION, WHICH MAY INCLUDE BROADER POLITICAL CHANGES IN THE COUNTRY AND THE ESTABLISHMENT OF A NEW DEMOCRATIC ORDER. RUBIO STATED THAT THIS STAGE OVERLAPS PARTIALLY WITH THE PREVIOUS PHASES AND IS SEEN AS THE FINAL OUTCOME OF VENEZUELA’S RESTRUCTURING PROCESS.


THE PLAN COMES IN THE CONTEXT OF A HIGHLY CONTROVERSIAL SITUATION, FOLLOWING INTERNATIONAL INTERVENTIONS THAT RESULTED IN THE ARREST OF LEADERS AND GENERATED DEBATES ABOUT THE POLITICAL AND ECONOMIC IMPLICATIONS OF THESE ACTIONS.
